A Winning Partnership: How Hurst, Texas Used HA5 to Transform City Streets
Hurst, Texas, under the leadership of Assistant City Manager Clayton Fulton, knew that they needed to properly maintain their infrastructure if they wanted to build a thriving community. Hurst is considered part of the Dallas–Fort Worth metropolitan area and has a population of about 39,000. With many trails and walking paths, Hurst is known for its family-friendliness and strong sense of community.
The Problem
Historically, Hurst has faced challenges related to road maintenance. City leaders wanted something other than traditional seal coat methods due to their short lifespan and unsightly appearance over time. This limited the city’s options to more invasive and costly solutions like mill and overlay. Neither was ideal and didn’t meet the city’s strategic priorities. Then, Hurst city officials decided to consult with neighboring cities about how they addressed their deteriorating road surfaces.
The Solution
After presenting his findings to Hurst’s seven-member city council, which had previously authorized an additional $250,000 for street maintenance projects, Clayton secured approval to implement HA5 High Density Mineral Bond through Holbrook Asphalt. This solution offered the durability and aesthetics he sought – providing a fresh blacktop appearance while extending road life through enhanced protection against UV and water intrusion, with the added benefit of quick installation that minimized disruption to residents.
The Right Partner
The city of Hurst made short-term tradeoffs to install High Density Mineral Bond, which paid off in the long run. For instance, Clayton said initially city officials were concerned about the implications of closing the road closures necessary to complete the treatment. However, that hesitation was quickly replaced with confidence in the HA5 solution.
It helps to have residents who truly care about, and take pride in their streets. Roads are a point of pride for the residents of Hurst. So when Clayton was tasked with improving the condition of the city’s roads, he had the backing of a public and city council who knew just how important of an asset they were talking about.
“We know that the city of Hurst residents are prideful of their streets, and we take that matter very seriously with our infrastructure,” Clay said. “To maintain a quality city and community built on connection, you’ve got to have good roads.”
“As we investigated that, understood why, and looked at their plan, we felt like they were the right partner to bring in and apply that High Density Mineral Bond,“ Clayton said. “The feedback from citizens has been overwhelmingly positive.”
It’s not every day you hear from residents when they’re happy. Clayton was pleased to share an observation from a resident named Barbara: “I just wanted to compliment your company and your guys. They did our street yesterday, and I was just totally impressed. It really looks good.”

HA5: An Investment in the Future
Since implementing HA5, Hurst has experienced a positive transformation in its road infrastructure while empowering city councils to be good stewards of resources. According to Clayton, residents are pleased with the improved appearance of their streets and the smoother driving experience.
From a financial perspective, HA5 offers a cost-effective solution amid shrinking city budgets and even shortfalls. This means the city can allocate resources to other critical infrastructure projects. Similarly, by relying on HA5 as a key component of its road maintenance strategy, the city can better plan for future needs and allocate funds efficiently.
The Right Tool
The success of Hurst’s road maintenance program speaks to the importance of trusting the right company for the job. Clayton has been on the receiving end of many high-pressure sales calls over the years. In contrast, the consultation experience with Holbrook was refreshing.
“They approached it from a partnership trying to get the right tool at the right time on the right road for the city,” he said about interactions with the Holbrook sales team. “We appreciated that they came in as true consultants rather than salespeople. I think sometimes an ounce of prevention is worth a pound of cure.”
